OXWED’s Vision for Oxpens is an exciting mixed-use riverside neighbourhood designed around outstanding new public spaces for anyone to use and enjoy. Oxpens is a once in a lifetime opportunity to transform this part disused brownfield site and bring new and better homes, jobs, connectivity, and public realm into this important part of the City.

The Oxpens planning submissions

OXWED has submitted two planning applications to Oxford City Council. These have now been validated and are available for view and comment via the OCC Planning Portal.

The planning submission comprises:

  • an Outline Planning Application for the proposed development, known as the Outline Planning Application; and

  • a Detailed Planning Application for enabling works, known as the Enabling Works Application.

These planning applications have been considered and assessed as a single project for the purposes of the Environmental Impact Assessment which is set out in the Environmental Statement submitted alongside each application.

Oxpens River Bridge

Oxford City Council has submitted a planning application for a new pedestrian and cycle bridge that will cross the River Thames linking Oxpens Meadow and Grandpont Nature Reserve. This exciting project is an important part of the regeneration of Oxford’s West End and will provide enhanced links between Osney Mead, Oxford City Centre, Oxpens and Oxford Station.

Details of this planning application can be found on the OCC Planning Portal using reference 23/02506/CT3.

Oxford West End

Oxpens is one of several development opportunities located to the west of Oxford city centre. These sites include Oxpens, the Island Site, the Station Quarter and Frideswide Square South and Osney Mead. These sites are all set to benefit from their proximity to the upgraded Oxford Train Station. Oxford City Council and the owners of these sites are working together to promote a new innovation district that will deliver both new jobs and new homes in a highly sustainable location.
